When you get there, turn 90 degrees to the right and it should be on the wall. Look for the guy in a heavy uniform weilding a machine gun. You cannot miss it. Here's what the place looks like:

You may customize you uniform with backpacks and the like. The one that comes with the kit doesn't fit everyone, so if you have one that looks good, wear it.
